Some gang systems also have gang upgrades but you may have to look harder for those systems.

Interesting.  I like the idea of organisations.  I'll have to write some rules for this to keep players from being corrupt police.  But other than that, I like it.  

Yeah just a rule should be when you are a government job you have no reason to not raid your gang and you cannot help your gang.
